The Court held that Ordinance XVI N\u00b0 109 was not yet regulated, therefore \u201c<em>the principle of substantive legality requires a restrictive interpretation of the law in order to restrict the coercive power of the State. Furthermore, Ordinance X - N\u00b0 19 prohibits the application of other ordinances by analogy or their interpretation against the defendant.
